Toward a Model of Organizations as Interpretation Systems
Two managers sit in the same quarterly review. The same data lands on the same table. One sees a market shift that demands an immediate strategic pivot. The other sees noise. Same environment, same information — completely different interpretations. Why? Not personality. Not experience. Daft and Weick's answer is structural: the two managers are running different interpretation systems, and those systems were built long before the meeting started. That is the problem Daft and Weick set out to map in their paper "Toward a Model of Organizations as Interpretation Systems." Their core argument is that organizations don't just read the environment — they construct it. And the construction process is neither random nor inevitable. It follows a logic you can describe, predict, and ultimately change. They open with a version of Twenty Questions that makes this vivid. In the standard game, one player leaves the room, the others pick a word, and the guesser asks up to twenty yes or no questions to identify it. Each question and answer builds toward meaning. But Daft and Weick invoke what they call the Wheeler variant, where the group hasn't actually chosen a word at all — the answer emerges from the questions themselves. Whoever is asking shapes what gets found. That's the image they want you to carry: organizations, like the guesser, face a world that doesn't come pre-labeled. The act of asking determines what gets seen.
To make this rigorous, the authors describe three stages in how organizations process environmental information. First is scanning — the collection and monitoring of signals, whether through formal systems or managers' personal contacts. Second is interpretation, where raw data gets translated into shared meaning: perceptions are compared, cognitive maps are formed, and a coalition of decision-makers converges on a collective picture. Third is learning — the incorporation of that meaning into organizational memory and behavior, generating new data for the next cycle. These three stages are the pipeline. What varies across organizations is how they run it. The variation, Daft and Weick argue, comes down to two dimensions. The first is whether management believes the external environment is analyzable. An analyzable environment is one that looks concrete, measurable, and consistent — a world where events have statistical regularities that formal analysis can uncover. Aguilar's classic example: managers who found that product demand correlated with oil demand, which correlated with population growth, car sales, and gasoline consumption, could predict accurately because they trusted the environment to behave like a system. An unanalyzable environment is the opposite — ambiguous, shifting, resistant to quantification, and lacking stable correlations. Here, there is no correct answer waiting to be discovered.
The second dimension is organizational intrusiveness — how actively the organization probes and shapes the environment versus how passively it receives what comes its way. Intrusive organizations allocate resources to search and manipulation. They set up planning and research units, run monitoring services, send field agents, and perform experiments that test constraints or try to change rules. Passive organizations accept whatever information the environment provides, avoid formal trial and error, and interpret within limits they take as given. Fahey and King documented how many organizations behave informally and nonsystematically in their interpretation, responding critically only in crises. Two dimensions, crossed, give you a two-by-two grid. Daft and Weick populate each cell with a distinct mode of interpretation. The conditioned viewing mode pairs passivity with a belief that the environment is analyzable. These organizations rely on conventional, routine sources — documents, reports, long-standing information systems — because those sources proved useful once and have become institutionalized. Their scanning is limited to familiar sectors. Daft and Weick describe a clothing firm that tracked economic conditions, past sales, and weather forecasts to predict sales and schedule production. The world is readable; no need to probe it.
Undirected viewing flips the analyzability assumption while keeping the passive posture. The environment is believed unanalyzable, so the organization doesn't try to crack it with formal methods. Instead, it scans informally and opportunistically — casual contacts, chance encounters, loose signals. Daft and Weick's contrasting clothing firm gathered information through personal contacts with a few customers and vendors and occasional store visits. Interpretation rested on subjective hunches that happened to be available. Discovering is the intrusive counterpart to conditioned viewing: active engagement with an environment believed to be analyzable. Organizations in this mode invest heavily in formal data collection — market research, trend analysis, forecasting, dedicated scanning departments, regular reports, and special studies. They launch what Daft and Weick call carefully delineated test balloons designed to return information about how the environment will respond. The emphasis is on detecting the correct answer in a world believed to yield to analysis. And then there is enacting. This is the mode that takes the most unpacking. Enacting organizations are both intrusive and convinced the environment is not analyzable — and their response to that combination is to stop trying to read the world and start building it.
They construct their own environment. They experiment, test, and simulate. They ignore precedents, rules, and expectations, treating their own actions as probes to see what emerges. Daft and Weick use Polaroid as their archetype: a company that develops and markets a product based on what it thinks it can sell, effectively creating a market rather than waiting for demand signals. This is Weick's broader concept of enactment made organizational: the company doesn't discover reality; it helps produce it. Each mode generates a cascade of downstream predictions about how organizations actually behave. Consider scanning first. Conditioned viewers use few, routine, impersonal data sources — regular reports and established information systems. Discovering organizations build dedicated departments for environmental study, generating both regular reports and special studies. Undirected viewers get most of their data from external personal contacts, casually and irregularly. Enacting organizations also rely on external contacts, but not to receive information passively — they seek feedback on initiatives.
The modes also differ in how equivocality — that is, the degree of ambiguity or multiple interpretability in incoming information — gets reduced. Conditioned viewers face low equivocality, so many assembly rules govern interpretation and few cycles of discussion are needed. Undirected viewers face the highest equivocality; they use few rules but many rounds of conversation until managers talking through their observations arrive at a shared grammar. Discovering organizations use many assembly rules and a moderate number of discussion cycles. In the enacting mode, equivocality is resolved not by rules or talk but by action — by trying an idea to see what happens. The strategic implications map cleanly onto Miles and Snow's well-known typology. Conditioned viewers behave like defenders: protecting existing markets, focusing on internal efficiency, treating the world as stable. Discovering organizations resemble analyzers: a stable core with selective peripheral innovation.
Enacting organizations are prospectors — high initiative, new products, exploratory moves. Undirected viewers are effectively reactors, responding to random environmental variations rather than executing any planned posture. Daft and Weick also connect this to decision-making styles — conditioned viewers rely on programmed rules and trigger problemistic search only in crises; discovering organizations apply systems analysis and computation; enacting organizations proceed incrementally and experimentally, recycling plans that fail; undirected viewers build meaning through coalition and political negotiation, which Cyert and March described as the construction of shared interpretation through extensive discussion. The model's practical implication is harder to shake than its taxonomy. Because interpretation is formulated by a small group at the top of the hierarchy, what managers believe about the environment determines what the organization can even perceive as a problem worth solving. Changing strategy may therefore require changing interpretive assumptions first — not the other way around. Daft and Weick suggest that managers trained in a discovery orientation might deliberately practice more subjective, exploratory approaches, and that passive observers might need to break established patterns before new possibilities become visible.
Daft and Weick are honest about the model's limits. They invoke Thorngate's postulate: a social theory cannot be simultaneously general, accurate, and simple. They chose generality and simplicity, and they present the whole framework as a set of experimental hypotheses for future tests — a candidate map, not a settled description. What it is, more than anything, is a reminder that what an organization sees is a collective achievement. It is built through conversation, roles, routines, and shared assumptions about what the world is like and how hard you should push against it.
