Evolution and Creationism in America's ClassroomsA National Portrait
One in eight American high school biology teachers tells students that creationism or intelligent design is a valid scientific alternative to evolution. Not as a historical footnote. Not as a case study in how science handles controversy. But as legitimate science, placed beside Darwin as an equally defensible explanation for life on Earth. That number comes from a nationally representative survey published in 2008 by Michael Berkman, Julianna Sandell Pacheco, and Eric Plutzer. The reason it lands so hard is that it comes decades after the courts made this unambiguously illegal. The legal history is worth moving through quickly because it sets up the central puzzle. The Scopes trial in 1925 established the cultural battle lines. Subsequent Supreme Court rulings chipped away at creationism's foothold in classrooms. Then, in 2004, the Dover, Pennsylvania school board required ninth-grade teachers to read a statement to students. This statement began by calling Darwin's theory "a theory," described it as "not a fact," and invited students to explore intelligent design. Copies of a textbook called Of Pandas and People were made available. The biology teachers refused. Their argument was direct: reading that statement would breach their ethical obligation to provide students with scientific knowledge supported by recognized scientific proof or theory. In 2005, in Kitzmiller v.
Dover, the court agreed. Judge John E. Jones III called the school board's actions "breathtaking inanity" and found that the policy violated the Establishment Clause of the Constitution. And yet, here is the puzzle Berkman and colleagues set out to solve. Legal victories and clearer state standards exist on paper, but what actually happens inside classrooms is something else entirely. Courts can strike down policies, but they cannot reach inside every classroom in America. So Berkman's team decided to find out what was actually happening at a national scale for the first time. Their method was a nationally representative survey of public high school biology teachers conducted between March and May of 2007. Nine hundred and thirty-nine teachers participated via mail or online questionnaire. The response rate was 48 percent, and the margin of error sits at no more than 3.2 percentage points at 95 percent confidence. The authors describe this as the first scientific, nationally representative survey of its kind focused specifically on evolution and creationism in American high school classrooms. That matters because, before this, the debate was being had largely without systematic data. What they found starts with time. Teachers devoted an average of thirteen point seven hours over the school year to general evolutionary processes. That sounds like a reasonable chunk, until you look at the distribution.
About fifty-nine percent of teachers allocated somewhere between three and fifteen hours. A small fraction, two percent, excluded evolution entirely. But the real story is in the variation and in what that variation is connected to. Human evolution fared worse than evolutionary biology in general. Seventeen percent of teachers skipped it altogether. Sixty percent spent between one and five hours on it across an entire year. For context, that is the amount of time a student might spend on a single chapter of chemistry. How a teacher frames evolution also predicts how seriously they take it. Only twenty-three percent of teachers strongly agreed that evolution serves as the unifying theme of their biology course, which is, incidentally, exactly what national science standards say it should be. Those teachers devoted eighteen point five hours to evolution, about fifty percent more than everyone else. On the other end, thirteen percent of teachers agreed that an excellent biology course could exist without mentioning Darwin at all. State standards, it turns out, explain almost none of this. Berkman and colleagues ran a one-way analysis of variance by state and got an eta-squared — that is, the proportion of total variance explained by differences between states — of zero point eleven. Eleven percent.
Nearly ninety percent of the variation in how much emphasis teachers place on evolution is within states, not between them. You could live in a state with strong, evolution-affirming standards and still end up in a classroom where the subject is treated as peripheral. The standard sitting in the curriculum office cannot follow a teacher through the classroom door. What does follow teachers through that door is their own preparation and their own beliefs. Teachers who endorsed a young-earth creationist view — the position that Earth is thousands, not billions, of years old — devoted an average of nine point six hours to evolution. Teachers who did not hold that view devoted fourteen point seven hours. That is a thirty-five percent gap, driven entirely by what the teacher personally believes about human origins. On the preparation side, teachers who had completed the most college-level biology credits and had taken at least one course in evolutionary biology devoted about sixty percent more time to evolution than the least prepared teachers. These are the actual levers. Not the standards. The person. Now to the headline number. About twenty-five percent of teachers reported spending at least one or two class hours on creationism or intelligent design. Of that group, nearly half indicated they present creationism as a valid scientific alternative to evolution.
Do the math and you land at roughly one in eight teachers presenting students with the idea that creationism or intelligent design belongs in the same scientific category as evolutionary theory. The behavior takes different forms. Some teachers explicitly describe creationism as a rival scientific theory and tell students that many reputable scientists view it as a valid alternative. Others take the opposite approach within the same general category of covering creationism. Thirty-two percent of teachers who spent time on the topic emphasized that almost all scientists reject these accounts, and forty percent described creationism as a legitimate religious perspective that simply does not belong in a science class. That last position is legally defensible and scientifically honest, but it still means class time is going to a subject that courts have repeatedly ruled out of bounds in science instruction. Berkman, Pacheco, and Plutzer are careful to frame this as a textured problem, not a uniform one. It is not an army of defiant ideologues. It is a wide range of behaviors shaped by community pressure, personal conviction, and inadequate preparation.
Sixteen percent of teachers held young-earth creationist views themselves. Local culture and school-level dynamics account for nearly ninety percent of the variation. Community pressure, the paper argues, places significant stress on teachers and can lead them to de-emphasize, downplay, or ignore evolution — even when they personally accept the science. That stress is not evenly distributed. A teacher in a community where creationism is culturally dominant faces a kind of social physics that a court ruling simply does not neutralize. The Dover decision may have been won in the courtroom, but the classroom is a different jurisdiction. So what would actually move the needle? Berkman and colleagues point at teacher preparation as the most promising lever. Not new laws. Not better-worded standards. Certification requirements — specifically, requiring that high school biology teachers complete at least one course in evolutionary biology before they are licensed to teach. The data show a sixty percent difference in instructional time between the best and least prepared teachers. That gap is not closed by a court decision. It is closed by what happens before a teacher ever enters a classroom. The broader implication is worth sitting with for a moment. Evolution is not one topic among many in biology. National standards identify it as the organizing principle of the entire discipline — the framework through which genetics, ecology, development, and physiology all connect.
When students do not get that framework or get a distorted version of it, they are not missing a unit. They are missing the architecture of the field. And given that nearly ninety percent of the variation in how well they get that framework comes down to their individual teacher's beliefs and preparation — not state policy, not court decisions — the fix has to be human-scale, not institutional. Berkman, Pacheco, and Plutzer did not publish a jeremiad. They published a portrait. And this portrait shows that the gap between what the law requires and what students experience is wide, persistent, and driven by forces that legal wins alone were never designed to address.
