Core Moral Concepts and the Sense of Fairness in Human Infants
What would count as real evidence that babies care about fairness? Surian, Parise, and Geraci start by laying out a simple, powerful trio. First, where infants look when their expectations are violated.
Second, what they reach for or choose with their hands. Third, what they do as bystanders—praise, punish, reward, or avoid. They argue that two ideas have to be in place to call something "fair": impartiality, meaning outcomes follow a rule rather than whim, and agency, meaning someone with goals is actually doing the distributing.
They also introduce a deeper layer—fairness feels obligatory, especially when people make conflicting claims. And remarkably, traces of egalitarian expectation show up by four months, with merit-sensitive judgments emerging in the toddler years.
Let's start with looking. In classic violation-of-expectation scenes, two recipients, one distributor, and some windfall goodies set the stage. When the split is unequal, infants look longer, as if saying, "That's not how this should go." They're not just tracking piles; they're tracking who did what to whom.
Strid and Meristo showed that with ten-month-olds: after a distributor gave one strawberry and then failed to deliver the second, infants later watched a third party approach either the fair or the unfair distributor. They looked longer when the third party approached the unfair one, suggesting they expected social responses to map onto the distributor's intentions. Even very young babies lean fair.
Geraci and Surian found that four-month-olds both looked longer at and chose the fair distributor, and follow-ups by Geraci and colleagues with nine to ten-month-olds extended this to reward contexts. Careful controls matter here. When researchers merely reveal already-split resources rather than show an agent dividing them, the asymmetry effect shrinks.
With inanimate or inert puppets, symmetry biases fade, signaling that it's agency, not visual math, doing the work.
Now watch their hands. Across labs—Geraci and Surian, Lucca and colleagues, Burns and Sommerville, Nava and collaborators, Ziv and team—infants and toddlers preferentially choose the fair distributor, share with them, accept gifts from them, and direct rewards their way. Third-party cues modulate these judgments in intriguing, age-tuned ways.
DesChamps and colleagues found a mismatch at fifteen months: when a voice praised, infants looked longer at the unfair distributor, as if catching the incongruity. At thirteen months, hearing admonishment flipped the pattern into a match, with attention aligning to the unfair agent. And when consequences land, they land where you'd expect: Meristo and Surian saw punishments targeted to unfair actors, while Geraci and Surian and others documented selective rewarding of the fair.
That link between evaluation and consequence is an early hint of obligatoriness.
Agency isn't just in the backdrop—it's the lever. Using expectation-violation designs, teams including Sloane and Meristo showed that infants treat unequal outcomes differently when they're the product of an intentional act versus an accidental reveal. Change the action so it no longer alters another's state, and the fairness signature weakens.
Between roughly ten and fifteen months, you also see mentalistic reasoning peeking through: infants anticipate reward or punishment based on inferred intentions, not just surface outcomes. Perceptual cues like autonomous motion help infants tag "who counts" as an agent, and when those cues are stripped, fairness expectations retreat.
One big caution flag is culture. Meristo and Zeidler review sparse but telling data: Swedish infants look longer at unequal splits, Kikuyu infants show no clear preference, and Samburu infants look longer at equal ones. The takeaway isn't that one group of babies loves or hates fairness; it's that experience tunes expectations, and our samples have been narrow.
Pull the threads together and you get convergence. Looking times, choices, and spontaneous third-party actions point to early expectations about impartial, agent-driven distribution, and to a budding sense that fairness brings consequences. The map is sketched; what we need now are broader, multi-lab, longitudinal lines to ink it in—across methods, across cultures, and across the leap from equal by default in infancy to nuanced, merit-based justice in childhood.
